Customs union, common market in focus at GCC meet
Riyadh: 94th session of the GCC Financial and Economic Cooperation Committee will be held here on October 6.
The meeting is expected to address, among other topics, the recommendations of the Committee of the GCC Governors of Monetary Agencies and Central Banks, GCC customs union authority, the GCC Gulf common market, governance system of regional monetary and financial bodies and organisations. It will also address the results of the meeting of committee assigned to study the GCC railway project.
And the coordination meeting to discuss a feasibility study to link the Kingdom of Bahrain and Saudi Arabia to GCC railway project.

ST. LOUIS (AP) - The Washington Nationals opened with a blast good enough for two trips around the bases. Another big shot, and they can taste the NL East title.
Michael Morse circled the bases for a grand slam after taking an imaginary swing and Kurt Suzuki snapped a 10th-inning tie with a two-run double in a 6-4 victory over the St. Louis Cardinals on Saturday night that shaved the Nationals' magic number to one for taking the division.
"We showed a lot and we showed what good teams do, and that's bounce back and battle through adversity," said closer Drew Storen, who blew his first save in four chances in the ninth. "So it's ours for the taking tomorrow.
"We're going to be ready, lace it up and let's get it done."
The Nationals have put on hold a champagne celebration until they win the division, and were forced to wait at least another day when second-place Atlanta beat the Mets 2-0.
Washington had already assured the nation's capital of its first postseason appearance since 1933. The Nationals can win their first division title on Sunday when a St. Louis native, lefty Ross Detwiler, starts against Cardinals 17-game winner Lance Lynn.
"These games are tough," Suzuki said. "These games definitely get you ready. Those guys are scrappy, they're a good team."
St. Louis' magic number for clinching the second NL wild-card spot remained at three, with a two-game lead over the Dodgers and four games to go. Starter Kyle Lohse took a large share of the blame after surrendering the Morse grand slam.
"The main thing I can do is locate and I didn't do a good job of locating that inning," Lohse said. "I put us in a pretty good hole and the guys did a good job of battling back to give us a shot to win it."
The Nationals opened the game with a drive, and a bit of comedy.
Bryce Harper singled, Ryan Zimmerman doubled and Adam LaRoche drew a full-count walk to load the bases in the first inning. Lohse said what followed would have doubled him over if he'd been watching.
Morse hit a line drive on the first pitch that cleared the right-field wall into a grassy section, then bounced off a video board and back onto the field. First base umpire Chris Guccione didn't see it, however, and play continued. Right fielder Carlos Beltran made a relay to second baseman Skip Schumaker, who ran down Morse as he retreated toward first.
The umpires looked at video replays and confirmed it was indeed a home run. Then they ordered all runners to retrace their steps and put Morse back at the plate, where he mimicked his swing minus a bat and then made his trot.
Morse got guidance from the dugout. From Cardinals catcher Yadier Molina, too.
"I look back over the dugout at everybody telling me to swing and I'm like, `No I'm not going to swing.' And Yaddy was like `Swing," you know, so I'm like, all right.
"So I swung. It felt like spring training or something. It felt like a drill."
Morse has four career slams and two this season. He is 6 for 11 with 14 RBIs with the bases loaded this year.
"That was weird," Lohse said. "I would probably have started laughing if I saw it, what Morse did afterwards. I wasn't watching. I knew it was a homer, so I was just trying to re-start."
Rookie Pete Kozma had three hits and two RBIs for St. Louis. He scored on Jon Jay's sacrifice fly off Storen (3-1) in the ninth to tie it.
"I'm having a blast," Kozma said. "That was a tough one to swallow, but still we're having fun."
The Nationals got a pair of walks and a passed ball to set up the go-ahead hit, a double off the wall in left-center by Suzuki, who's batting .385 with runners in scoring position since coming in a trade from Oakland on Aug. 3.
LaRoche walked for second time to open the 10th against rookie Sam Freeman (0-2) and also had a pair of hits.
Craig Stammen allowed a hit but also got a double-play ball in the 10th for his first save in two chances.
Just like a night earlier when the Nationals' Edwin Jackson trailed 5-1 after an inning, Lohse got into deep trouble early.
Nationals starter Jordan Zimmermann entered 0-2 with a 10.71 ERA in four starts against the Cardinals, allowing at least five runs each time. He retired eight of nine to open the game and before the seventh had allowed only one runner into scoring position.
The Cardinals got three straight one-out hits to chase Zimmermann in the seventh, singles by Beltran and Schumaker ahead of a two-run double by Kozma, the eighth-place hitter. Jay added an RBI single off Sean Burnett to cut the deficit to one.
NOTES: Cardinals 3B David Freese missed his fifth straight start with a sprained right ankle but could play Sunday. Matt Carpenter subbed for him again Saturday. Freese drew a five-pitch walk as a pinch hitter in the seventh. ... Beltran, who entered in a 3-for-21 slump, batted sixth for the second straight night and fourth time overall this season. He's been the primary cleanup man and has 92 RBIs, but just 27 since the All-Star break.

NHL and players' union reps meet again for second consecutive day

NEW YORK -- Progress was finally made during negotiations between the NHL and the players' association, but neither side came close to celebrating.
With core economic issues far away from the bargaining table on Friday, the league and union got back to talking in a pair of sessions that totalled about five hours and included a private meeting between Commissioner Gary Bettman and NHLPA Executive Director Donald Fehr.
Secondary issues were discussed, and some agreements were made, but none regarding the most contentious of topics that have left NHL players still locked out two weeks before the regular season is supposed to begin.
"I wish we had spent today on what we consider to be the more meaningful issues, but it is what it is," NHL Deputy Commissioner Bill Daly said. "We really need to hear from the players' association on those. We need some kind of sign that they are prepared to compromise their economic position because we haven't had that since Aug. 14.
"We'll see if we get there."
At least they got back to talking -- which hadn't happened since a few days before the NHL locked out its players on Sept. 16.
"It was a good day," Daly said. "We went through a lot of the areas we'd covered over the summer. We started closing off some agreements in some areas, and some continued areas of disagreements in others. It's part of the process."
All of the issues, big and small, must be ironed out before hockey can get out of the board room and back on the ice. So while the divisive topics still need to be tackled, the smaller ones have to be worked on, too.
That was the goal on Friday, and will continue to be on Saturday and Sunday when talks continue at the league's New York office.
"I don't want to use the adjective optimistic, but it was a productive discussion," NHL Players' Association special counsel Steve Fehr said. "We had a good session, and hopefully it will continue and build momentum."
A handful of players also took part in Friday's talks.
The groups agreed on issues related to player safety and drug testing, areas that weren't expected to be contentious. When they get back together over the weekend, they still aren't expected to dive into the splitting up of hockey-related revenue.
Players received 57 per cent of the net hockey-related revenues in the previous collective bargaining agreement, and owners want to bring that number down under 50 per cent.
The sides aren't moving closer to a compromise while they talk about other issues.
And that is where the frustration lies. The NHL is waiting for the players' association to make a counterproposal to one the league made in the previous bargaining session more than two weeks ago.
"We can't make them talk about what they don't want to talk about," Daly said. "In fairness, we do have to cover these issues if we're going to reach an agreement. What we're doing today is important, it's just not the most important things we can be doing.
"We've made at least two consecutive moves in significant dollars in their direction, and they haven't moved a single dollar in our direction since Aug. 4."
Former player Mathieu Schneider, now an NHLPA special assistant to the executive director, said Friday morning that there were agreements on more rigorous drug testing, expanding it to parts of the year during which testing is not currently done.
Neither side sees the use of performance-enhancing drugs as a problem in the NHL.
"We're in agreement that it's not an issue in our sport," Schneider said. "I think it's in the players' best interest as well as the sport to close off any possible time during the year where players could use."
It is not impossible that monetary issues will come up for discussion in this round of talks, they just aren't scheduled. Neither side has indicated it is prepared to make a new offer now regarding how to split up the more than $3 billion annual pot of hockey-related revenue.
"In general, when you're dealing with collective bargaining, when you start to have agreements on smaller issues, it can lead to bigger issues," Schneider said, "but it's still too early to say."
These are the first talks since the lockout was put in place on Sept. 16 and they came a day after the league cancelled the remaining preseason games. The regular season is to start Oct. 11.
If a deal isn't reached soon, regular-season games will be in danger of being lost. The NHL cancelled the entire 2004-05 season because of a lockout that eventually led to the collective bargaining agreement that expired this month.
"The calendar continues to tick along," Daly said. "My guess is as time goes on, regular-season games are at risk. I don't think it can be any more urgent than where we are now. We've had that level of urgency for a long time. In some respects you can meet all you want, but if there is no compromise or no movement or no new proposals I am not sure at the end of the day what you're meeting over.
"There is a very high degree of urgency certainly on our side. I can't speak for their side, but I am sure they would tell you there is a degree of urgency there, too."
Steve Fehr contended that the players' association is willing to discuss any issues at any time to try to make a deal soon.
"We can discuss the core issues whenever they want to do it," he said. "Bargaining is not ping pong. There are no rules on who has to serve."

I managed a bind by sheer force and ego, holding my breath the whole time.? If this is what it meant to evolve my practice I was going to do it.? I half expected a little applause for my results but it seemed everyone else was going to their zen place.
For the next several years I became addicted to my practice.? Not only for the spiritual benefits but for the physical as well.? I wanted to make each pose as advanced as possible, because after all, I was a yogi.? I tried to practice keeping my eyes on my mat but couldn?t help but let them wander around the class.? My thoughts were consumed with other people?s practices ? ?He can do a headstand in the middle of the room?, ?She can jump back from crows pose?, ?She?s wearing a cute top?.? Come on, who hasn?t checked out yoga fashion in class?? I always ignored it when my teacher would say ?the smartest yogi in class is the one in child?s pose?.? Has she met me?? Then it happened.? An injury that made me feel as if my body was betraying me.? I had to modify certain poses, and on some I just couldn?t do.? This was embarrassing, because I was sure that everyone in the class was looking right at me with sympathy and judgment on my inability to create the perfect pose.? Frustration lead me to ask myself why I was practicing.? The shocking answer I came back with was to be the best. How laughable.? I thought the best thing for my fragile ego was to start from the beginning.? I started going with a friend to her Iyengar class which was very hard for someone like me that needs movement.? I heard on more than one occasion ?settle down, Mina?.? Sigh, how could I?? I was the creator of the Ego-asana.
Thankfully I can say my body is as healed as its going to be and I?m back to my daily practice?WITH MODIFICATIONS.? I believe my lesson is this ? my practice has evolved.? China's SAT Issues FAQs Relating to Tax Payments | China Briefing ...
Sept. 27 ? China?s State Administration of Taxation (SAT) issued frequently asked questions relating to tax payments on September 24. The answers provided are based on existing regulations. Detailed information can be found below.
Q: Can the traveling expenses paid by an enterprise for their employees be included under the scope of employee welfare and listed as pre-tax expenditure?
A: According to the Implementing Rules of Enterprise Income Tax, ?Employee welfare? includes:
- Expenses for equipment, facilities and employees of the internal welfare departments established within an enterprise that has been relieved from performing social functions, including expenses for equipment, facilities and maintenance thereof for the collective welfare departments, such as staff canteens, staff bathrooms, hairdressing saloons, infirmaries, nurseries, sanatoriums and etc., as well as wages and salaries, social insurance premiums, housing fund, labor service fee and etc. for staff of social welfare departments.
- All allowances and non-monetary welfare granted to employees for their health care, daily living, housing, traffic and etc., including the expenses and allowances granted by an enterprise to its employees, such as medical expenses for medical care incurred during business trips, expenses for the medical care of the employees of an enterprise that is not under the cooperative medical-care system, allowance for lineal relatives supported by the employees, heating allowance, heatstroke prevention expenses, allowance for the employees with livelihood difficulties, relief fund, canteen allowance, traffic allowance for the employees and etc.
- Other employee welfare expenses incurred in accordance with other provisions, including subsidy for funeral expenses, pension for the family of the deceased, settlement allowance, home leave travelling expenses and etc.
Therefore, the traveling expenses paid by an enterprise for their employees cannot be included under the employee welfare expenses and listed as pre-tax expenditure.
The SAT further provided that, for enterprises headquartered outside the preferential tax areas for western development, the 15 percent preferential tax rate shall be applied only to the revenues of their branches established within the preferential tax areas (excluding branches below the third level established in the preferential tax areas).
Q: Can the rental expenses paid by an enterprise for renting large-size equipment be deducted on a lump-sum basis before tax payment?
A: According to the relevant regulations, rental expenses paid by an enterprise for renting fixed assets based on the need of its production and business operations shall be deducted as follows:
- Expenses incurred for renting fixed assets in the form of an operating lease shall be deducted evenly over the lease term; and
- Expenses incurred for renting fixed assets in the form of a financing lease shall be deducted in installments to the extent of the portion thereof that forms a part of fixed assets value for which depreciation expenses shall be drawn.
Therefore, the rental expenses paid by an enterprise for renting large-size equipment cannot be deducted on a lump-sum basis before tax payment.

Amazon launches Vine.com for eco-friendly shopping | Digital Trends
Much to the delight of Captain Planet and the Planeteers, Amazon-owned Vine.com went live to the public this week.
Covered on the New York Times Bits blog earlier today, Amazon has launched a new site that only carries products that have a low impact on the?environment. Called Vine.com, the retailer stocks products that have such qualities as being reusable, organic or made from recycled products. Products could also be efficient in terms of energy or water usage as well as powered by a source of?renewable energy. For instance, the Bedol water-powered clock forgoes?batteries or electricity to display the current time. After filling the?water reservoir, electrodes convert ions into a current that can power the clock for up to three months. In addition, a memory chip keeps track of the time when the user needs to refill the water in the device.
Interestingly, Amazon?s brand?presence can?t be found anywhere on Vine.com. It?s also impossible to log into Vine.com using a preexisting Amazon username and password. The site is part of?the Quidsi network which operates other retail sites like pet shop Wag.com, baby shop?Diapers.com, health shop?Soap.com and toy shop?YoYo.com.
Amazon purchased the?Quidsi network during 2010 for just over half a billion dollars. That purchase was more than a year after Amazon purchased the popular footwear retailer Zappos. Other retailer?acquisitions?completed by Amazon include Shopbop and Woot.
There are a wide range of?environmentally friendly products on the new retail site including household cleaning items, baby products, health?supplements, housewares, tech gadgets, lawn care equipment, sports equipment and grocery items. Vine.com site leader Josh Dorfman stated ?This is a site that is not necessarily about saving the planet, though we feel the products are useful in that regard. It?s really saying to mom, ?If you care about raising safe and healthy kids and you feel green products without chemicals can help along the way, we?ve figured out ways to help you do that.??
Regarding the?environmental impact of running a sizable retail site with large fulfillment warehouses, Dorfman said ?It?s a fair point that no matter how you?re going to engage in commerce, there?s going to be an environmental impact. We?re not promising to be the greenest company right away, and we?re owning up to the fact that it?s not the way we operate across the entire company.?
Vine management has also reached out to all vendors that supply products for the site to make sure all products meet certain requirements before anything is listed for sale on Vine.com.
In order to appeal to people that want to support their immediate community, Vine.com has a section where the user can look for products being made within 100 miles of their city. By isolating the product search by city, shoppers can help out local businesses. As of right now, Vine.com offers twelve choices of location including Los Angeles, San?Francisco, Portland, Seattle, Denver, Chicago,?Milwaukee,?Minneapolis,?Raleigh, Boston,?Philadelphia?and New York City. ?Similar to other?Quidsi properties, Vine.com offers free one to two day delivery on all purchases over $49 and charges a $4.99 flat rate fee for shipping on orders less than $49.?

Commentary: Don't panic about the fiscal cliff | Economy | GMA ...
Who?s afraid of the fiscal cliff? Even as protests in Spain and Greece revive jitters in the euro zone, global businesses and investors have discovered a new political horror, this time in the US. The fear now in world markets is not so much about November?s election, but about the automatic tax hikes and public spending cuts that Ben Bernanke has dubbed the ?fiscal cliff.? These fiscal changes, which come into force on Dec. 31 unless Congress passes new legislation, will tighten fiscal policy by some 4 percent of GDP, comparable to the austerity programs in Spain, Italy and Britain.
?
Given what fiscal austerity has done to Europe, the worries are understandable, but everyone should calm down. A drastic fiscal tightening is almost inconceivable after the election, because politics, economics and markets interact in Europe and America in opposite ways.
?
Let?s start with economic policy. The warnings from the Federal Reserve to US politicians as the fiscal deadline approaches are all against allowing the legislated tax increases and spending cuts to take effect. Thus the Fed is giving politicians advice that is opposite that of the European Central Bank and the Bank of England.
?
Moreover, the Fed is now putting its money where its mouth is. By warning the US government not to tighten fiscal policy, and simultaneously promising to buy bonds and to keep short-term interest rates at zero until the economy returns to full employment, the Fed is effectively offering to finance whatever deficit the US government chooses to run at almost no cost.
?
In terms of economic philosophy, the Fed is now a clearly Keynesian institution. Bernanke sees unacceptable levels of unemployment and attributes them to an excess of saving over investment by the private sector. He therefore wants the government to keep borrowing until the private sector returns to normal levels of investment and spending ? and promises to finance this borrowing with printed money. This policy is anathema in Europe, especially in Germany ? so much so that EU treaties explicitly make ?monetary financing of government? illegal.
?
The opposing economic philosophies of the Fed and the ECB are reflected in financial market pressures. In Europe, bond markets attack countries that persistently overshoot their fiscal targets or get downgraded by rating agencies, knowing that the ECB will punish such ?profligate? governments. But global investors continue buying US Treasury bonds regardless of how much the Congress borrows, safe in the knowledge that the Fed will keep short-term interest rates at zero and will support bond prices.
?
Because of this newfound Fed support, the ?bond market vigilantes? who used to terrify Jimmy Carter and even Bill Clinton have vanished. And rating agencies that threaten to downgrade the US government?s credit have become a laughingstock. Indeed, when one of these agencies did remove the US triple-A rating last year, the price of Treasury bonds, far from plunging, actually went up.
?
Which brings us to politics. With the Fed warning in the strongest possible terms against any immediate fiscal tightening and with bond markets applying no pressure on the government to reduce its borrowing, why shouldn?t the Congress and president simply postpone for another year all the tax increases and spending cuts due on Dec. 31? Having avoided the fiscal cliff, why don?t the politicians then sit down and work on a sensible long-term program of gradual fiscal consolidation starting in 2014, as recommended by Bernanke and almost every other sensible economist? The answer is, of course, political polarization ? and uncompromising partisanship could surely push the US economy over a fiscal cliff. But how likely is an all-out political confrontation between the election and Dec. 31?
?
If Mitt Romney wins, it is inconceivable that a defeated President Obama and lame-duck Congress would blatantly sabotage the economy, defying the Fed?s explicit warnings and a newly elected president?s appeal simply to delay decisions until the new government is in power. In the unlikely event that the Democrats did attempt this affront to democracy, it would have no impact since investors and businesses would know for sure that any tax hikes and excessive spending cuts would be reversed within days of the new president?s inauguration.
?
But what about the more likely scenario that President Obama is re-elected, while Republicans continue to dominate Congress? This might mean more paralysis, but that is not the same as economic suicide. If we extrapolate from the politicians? previous behavior, we would get procrastination until midnight on Dec. 31 and then a vote to postpone any major decisions for 3, 6 or 12 months. Pushing the economy over the fiscal cliff would require much sharper polarization than ever existed before the election. That is extremely unlikely, because the cost-benefit analysis of simply ?kicking the can down the road? for another six months or so will change abruptly after Nov. 6.
?
Before the election, the main cost of postponing decisions was the political embarrassment of failing to exercise leadership and the risk of triggering a rise in interest rates. The main benefit was avoiding immediate damage to the economy.
?
After the election this calculation completely changes. Members of Congress sitting in the lame-duck session before Dec. 31 will be acting democratically by passing responsibility for major fiscal decisions on to their duly elected successors. Emotion detector enables design of tailor-made election campaigns
ScienceDaily (Sep. 25, 2012) ? Messages, attires, gestures, themes or melodies that are liked by the public are some of the aspects that guarantee the success of a political party. FIK and TECNALIA are now helping to define such feelings thanks to Sentient, a "feelings detector." This device issues reports on the positive or negative perception of some people to the stimuli of their environment. Thus, FIK and TECNALIA provide campaign managers with the necessary information to determine, adjust or even enhance the elements influencing voters' intentions.
Sentient is comprised by a heart rate monitor that measures the variations of the heartbeat and certain parameters deriving from it. TECNALIA researchers have created a system that, using the readings of a standard device (a commercial health rate monitor available to everyone), allows them to discern the intensity and emotional value of an individual at a given moment, and transmits this information via Bluetooth to a Smartphone that processes this information.
This emotion detector is used in controlled media, and on a group of people selected according to the needs of the political party based on tthe population groups that they wish to target, usually the undecided voters. Sentient transmits a series of parameters that may help in defining how an election campaign should be developed for a specific political party to earn the approval of the voters, by establishing an emotional link with them. This way, TECNALIA and its partner El Bureau de la Comunicacion, a Bilbao-based state-of-the-art advertising agency, can help political parties to design the most appropriate campaign strategies to achieve their goals.
Sentient measures the initial perception of the candidate in the study group -- which may be positive or negative-, the intensity, the effectiveness of the speech -- if they like how things are said or not -, and if the structure and the language are appropriate. They can also develop a comparative assessment of different candidates regarding specific issues, such as the economy, education, immigration, etc. Thus Sentient provides information for campaign managers so that they adapt such parameters for the purpose of achieving a greater impact on voters.

The original goal of this device is to function as an automatic emotional transmitter. The technology can be used to measure the emotional response to different types of stimuli and therefore.can have numerous applications, such as in the marketing area -- to know the impact of advertisements and television on the viewers -, and the healthcare field -- to transmit the feelings of people who are unable to communicate.
In fact, Sentient has been used in a neuromarketing study that measured the emotional response to a series of TV adverts pursuing one goal: to aid the debate on the convenience to focus publicity about social issues on positive or negative messages.
