MGM wins court battle over "Raging Bull" rights

LOS ANGELES (TheWrap.com) - A federal appeals court ruled Wednesday that MGM controls the rights to "Raging Bull," rejecting a challenge by the daughter of a screenwriter on whose work the film was based.

Paula Petrella's father Frank Petrella - also known as Peter Savage - penned a 1963 screenplay about boxing champion Jake LaMotta, his former boyhood friend. The 1980 Martin Scorsese film was based on a book and a screenplay by Petrella but he did not get screenplay credit in the film.

His daughter claimed that, when her father died in 1981, the rights to "Raging Bull" reverted to her as her father's heir. She said the copyright had not expired at the time of his death. She was also sued MGM for $1 million in unjust enrichment and accounting claims.

In upholding a district court decision, the Pasadena-based 9th Circuit Court of Appeals unanimously found that Petrella knew of her right to sue in 1991 but waited 18 years to file suit. The court ruled that time period was excessive and that it nullified her claim.

Petrella claimed she delayed suing for infringement on the film - which won Robert De Niro an Oscar as best actor and Scorsese a nomination for best director - because she was in financial trouble and dealing with family health problems.

The judges ruled that these explanations were unreasonable delays and should not have prevented her from seeking legal remedies. "We hold that Petrella's copyright, unjust enrichment and accounting are barred by laches, and we therefore affirm the district court's grant of summary judgment in favor of the defendants," the judges wrote in their decision.

Jamie Dupree's Washington Insider: Republicans try to stir some Romney momentum

Starting with the Tuesday speeches of Ann Romney and Gov. Chris Christie of New Jersey, Republicans are now heading into a final two days of convention work that will highlight the two names on their ticket - Mitt Romney and Paul Ryan.

And no matter what delegation you visit, the message is that 2012 is not going to be a repeat of John McCain's loss in 2008.

"This is different," said Rep. James Lankford (R-OK), "This is momentum that's building."

Over at the Ohio delegation, that state's Attorney General Mike DeWine had the same review as well, pointing to polls that show President Obama under 50 percent.

"They had all the motivation four years ago; I think we have it today," said DeWine.

In the din of Radio Row at the GOP convention, Sen. Saxby Chambliss (R-GA) echoed the argument of many Republicans that he sees his party's voters as being much more motivated in 2012.

"I've been around the country in the last month or two and I've seen a change in the way people feel about the Obama Administration," Chambliss told me.

"I'm just excited," said Rep. Steve Southerland (R-FL). "I'm just feeling the intensity starting to increase here."

While you can easily find quotes like this, the difficulty for a reporter at these kind of political gatherings is figuring out whether this is just typical party spin, or whether there is an actual edge out there for the GOP.

Certainly the polls have shown that Republicans seem to be more motivated this year to get out to vote; that was true in 2010, while it was a big advantage on that front for Democrats four years ago.

I would assume that next week in Charlotte, Democrats will give me quotes that are much the same.

We will have to wait until Election Day to figure out who was right.

The big speaker on Wednesday night is Rep. Paul Ryan, who is certain to get a big reception - though the cheers in the convention hall on Tuesday night were deafening for the Governor of the Badger State, as Scott Walker received two huge ovations at different points.

For Ryan, it is the speech of his life - no doubt about that. It doesn't matter how many speeches you have given in politics, this kind of address is a different animal.

It's a little different than speaking at a small rally or a VFW hall; we'll see how it goes.

One thing is for sure, GOP delegates like the choice of Ryan. Their goal over the next few days is to generate momentum for Ryan and Romney, and then try to send that energy out to the grass roots to work for November.

A little more than 43 years ago, an American astronaut climbed down the ladder of his lunar landing module ? the Eagle ? and became the first human to touch the moon?s surface. As he steadied himself, he said: ?That?s one small step for a man, one giant leap for mankind.? Around the globe, an estimated 530 million people watched on their televisions as Neil Armstrong uttered those now-famous words. On August 25, this American hero died at age 82.

Armstrong and fellow moon walker Edwin ?Buzz? Aldrin briefly became the first ambassadors to another world on July 20, 1969. Setting foot on another celestial body was a massive and breathtaking achievement. And Armstrong?s words brought the human scale of that accomplishment to households around the world.

Flake wins Arizona GOP nomination for US Senate

PHOENIX (AP) ? Arizona Rep. Jeff Flake defeated wealthy businessman Wil Cardon on Tuesday in an unexpectedly feisty Republican U.S. Senate primary race marked by accusations of hypocrisy, broken promises and flip-flopping.

The six-term congressman had 70 percent of the vote with more than three-fourths of the vote counted. He will face Democrat Richard Carmona, who was surgeon general under President George W. Bush, in the November general election to succeed retiring Republican Sen. Jon Kyl.

One or both major parties also had primary races in all nine of Arizona's U.S. House districts, including a two-incumbent rivalry between freshmen Republicans pitted against each other by redistricting. Rep. David Schweikert defeated former Vice President Dan Quayle's son, Rep. Ben Quayle.

And Rep. Ron Barber, a former aide who was hand-picked to succeed Gabrielle Giffords after she was shot in the head in a January 2011 mass shooting in Tucson, fended off a challenge by former state Rep. Matt Heinz in the Democratic primary.

Primary voters in Alaska, Oklahoma and Vermont also were deciding House races.

In Arizona, Democrats were hoping the surprisingly aggressive ? and expensive ? challenge from Cardon to Flake, who was widely seen as the favorite, will give them their best shot in years at taking one of the state's two Senate seats.

The push by Carmona comes as the GOP is fighting to pick up four more seats to wrest control of the chamber in advance of votes on key policy issues such as the possible repeal of President Barack Obama's health care law and changes to the tax code.

"This will be a great race because there are big differences between our philosophies," Flake said. "Richard Carmona is President Obama's hand-picked candidate for Arizona, and he shares the president's agenda. And I don't think it is the agenda Arizonans want."

Flake said he planned to focus on his support for repeal of Obama's health care plan and the economy.

Arizona hasn't elected a Democrat to the Senate since Dennis DeConcini won his third term in 1988, but Democrats are hoping the primary attacks on Flake have weakened his standing and his bank account.

"Jeff Flake has been a little wounded by the primary," said Jim Pederson, a former Democratic Party chairman who lost an expensive race to Kyl six years ago. "I think a lot of the issues that Wil brought up will kind of resonate with people. I think (the general election) is going to be very close."

Cardon said he believed Flake was "a better candidate because of the fights he had to go through."

Cardon spent $6 million of his own money trying to paint Flake as a Washington insider who reneged on past promises to limit his terms in office. Opponents pointed to Flake's little-known past as a Washington lobbyist for a uranium mine that was minority-owned by Iran. He also criticized Flake, saying he made a dramatic change on immigration, going from a supporter of comprehensive reform to backing policies that would first secure the border.

For his part, Cardon was accused of painting himself as tough on immigration, while a company he partly owned was fined for faulty paperwork in hiring workers with questionable legal status.

Cardon was widely seen as having begun to cede the race in the past month, turning positive in his campaign messages and ending months of expensive television ads.

"We had a good campaign," Cardon said. "Unfortunately we didn't get through to all the voters."

In Oklahoma, Westville plumbing company owner Markwayne Mullin defeated three-term state Rep. George Faught in a runoff for the Republican nomination for the seat being vacated by Democratic Rep. Dan Boren. And longtime state and federal prosecutor Rob Wallace, of Fort Gibson, beat Muskogee seed company owner Wayne Herriman in the Democratic runoff.

Windsor businessman John MacGovern handily defeated a Republican primary opponent in the Vermont race to challenge independent U.S. Sen. Bernie Sanders in November.

In Alaska, five Democrats were vying for the chance to challenge Republican U.S. Rep. Don Young, who has held his seat for 40 years. Young had two challengers but was expected to easily win his primary.

    U.S. Republicans nominate Romney as presidential candidate

    TAMPA, Florida (Reuters) - Republicans formally nominated Mitt Romney as their presidential candidate on Tuesday to face Democratic President Barack Obama in the November 6 election.

    By voice vote in a raucous arena, delegates to the Republican National Convention united behind the former Massachusetts governor, who this year outlasted a series of conservative challengers to come out on top.

    Romney, 65, is in a close fight with Obama with 70 days to go until the election and Republicans hope he will gain some much-needed momentum from the Tampa convention this week.

    Virginia ? The Progressive Corp. has reportedly gone on the defense following criticism over purported attempts to avoid making payment to the family of a car crash victim. As reported by the Associated Press (AP), the insurance giant recently released a statement defending itself against backlash surrounding allegations that the company tried to avoid administering a $75,000 payment to the family of one of its clients who had been killed in a car accident. The insurance company was accused of refusing to acknowledge the fault of the other driver in order to avoid the payout. A jury has since deemed the driver negligent.

    (AP) ? Robin Roberts says Friday will be her last day co-anchoring "Good Morning America" for a while.

    On Monday's edition of the ABC News wakeup program, Roberts made official the start date for what's being called her "extended medical leave."

    Roberts told viewers in July that she has MDS, a blood and bone marrow disease once known as preleukemia.

    She says she will be hospitalized next week to prepare for the bone marrow transplant that will take place about 10 days after that.

    But looking further ahead, Roberts noted she is luckier than many workers who become ill. She says her bosses have been generous in giving her the needed time off, and her job is waiting for her when she's well enough to return. She described herself as "very blessed."

    Water Innovation Starts with the Farmer - News Watch - National ...

    Editor?s Note: This week (August 26-31) is?Stockholm World Water Week. The 2012?Stockholm Water Prize is being awarded to?the International Water Management Institute (IWMI) for its work to improve agriculture water management, enhance food security, protect environmental health, and alleviate poverty in developing countries. The IWMI just released a study?estimating that small-scale water management innovations could boost crop yields and household revenue by tens of billions of dollars.?Colin Chartres is the Director General of IWMI.

    At the forefront of an important agricultural revolution in the developing world is not a leading scientist or a tireless advocate. Instead, the leader is a farmer.

    His name is Purushottambhai Patel, from the state of Gujarat in Western India. He is a smallholder farmer with eight cows, three hectares of tobacco, rice, potatoes and sapota, and limited access to water.

    Rather than tapping a large-scale water project for his farm, Patel uses the dung from his cows to generate biogas, which is then fed to a pump that runs partly on diesel.? This novel arrangement saves him $400 a year in fuel costs, and the improved water supply enabled him to double his crop production. He also sells water to adjacent farms, further boosting local food production.

    The pace of innovation in water management on small farms across Africa and Asia is remarkable.? Using water more effectively, together with improved market access, can transform marginal subsistence agriculture into a thriving business opportunity. At the same time it can have a major impact on local food security and contribute to lasting poverty alleviation.

    But, just as remarkably, much of this innovation is farmer driven. It is not institutional donors or governments who are leading the way, but smallholders themselves.

    In Nepal, I have seen how tapping spring waters has not only brought piped water to the houses of poor families, but the predominantly women householders (the men were working overseas) are able to use some of the water for a thriving vegetable production system. The profits from selling the vegetables helped the women school their children and buy essential household items.

    In Ethiopia, I have seen vital traditional irrigation systems and rainwater harvesting practices that have similarly helped transform households and small communities.

    These innovations can increase yields up to 300 percent in some cases, and add billions to household revenues across sub-Saharan Africa and South Asia.? In Ghana, where small private irrigation schemes already employ 45 times more individuals and cover 25 times more land than public irrigation schemes, researchers noted that this scale of irrigation adds between USD 175 and USD 840 to annual household income.

    Millions of smallholder farmers struggle to grow food with little water. Often this is not because water is scarce, but because they lack the means to harness what is available. Without access to water smallholders are limited to rainy season crop production, which makes it hard for them to earn a living. But smallholder farming can and should be an engine for economic growth, poverty reduction and food security. Better water management can help make this happen at an unrealised scale.

    Many of the technologies for smallholder water management are already with us. Cheap pumps and new ways of powering them are transforming farming and boosting incomes all over Africa and Asia. Simple tools for drilling wells and capturing rainwater have enabled many farmers to produce more crops in the dry season, hugely boosting their incomes.

    There are risks, however, to unchecked expansion of smallholder water management. The poorest farmers, especially women, still struggle to find the resources needed to access new technologies and that may lead to greater inequities. And a free-for-all over water may raise serious issues of environmental sustainability in some areas.

    New institutional arrangements will be needed if these issues are to be overcome. Innovative business models, such as pump-on-a-bike hire schemes, where cycling entrepreneurs tour rural areas renting out pumps strapped to their bicycles, can also help address problems of access.

    The time has come to recognize solutions beyond the large one-size-fits-all approach, which often leave out smallholders unable to plug into these formal systems. Innovation on the farm can be both small and successful. Institutional donors, governments, and the private sector have tremendous opportunities to use their investments to further unlock the potential of the smallholder approach.? We should follow the examples of Patel, the farmer in India, to turn the tide of global poverty and hunger at last.

    This is the time of year to turn superb British crab into an American institution: crab cakes

    Crab cakes are an American classic ? a dish born of plenty, and served simply, preferably with an ice-cold beer, on a deck overlooking Chesapeake Bay. Sure, they make them elsewhere ? spiked with bird?s eye chilli and lime juice in Thailand; served with cold mashed potato in Peru ? but nowhere are they more revered than on the east cost of the US, where they?re honoured with festivals, cook-offs and, inevitably, competitive eating events.

    Crab cakes are a particular speciality of Maryland, as eager Wire-watchers will testify ? McNulty even uses a box as a bribe in season one of the Baltimore-based drama. Interestingly, the Oxford Encyclopedia of Food and Drink in America suggests that the recipe dates back to the earliest European settlers, who, because of the labour-intensive nature of harvesting crab, would stretch the meagre results by using the meat in ?small fried cakes?.

    Such frugal offerings are unlikely to pass muster with today?s Americans however ? they rate their crab cakes on the quantity of crustacean. As Tom Douglas, the author of I Love Crab Cakes warns, ?beware the poor fellow who gets dinged for using ?too much filler,? a common reference to too many crumbs in your cake, for he shall hang his head in shame?.

    In Britain we may not enjoy the same abundance of seafood, but we do produce some great crab at this time of year, albeit of a rather more diminutive nature than they might be used to across the pond. Such a delicacy doesn?t deserve to be buried in melted cheese, or overwhelmed with spices: the great thing about the American crab cake is that it really is more crab than cake. So, as our own season reaches its glut, it?s time to crack open the claws and get crabbing.

    The crab

    In the UK, we don?t see much of the blue crab, the American connoisseur?s crustacean of choice ? indeed, it?s only been sighted twice in British waters. It is available online, but it seemed to make more sense to use a native variety. However, the fresh picked crab I deploy first is mostly shredded too finely to work well in a fish cake of the American sort, which always call for ?jumbo lump crab? in pieces apparently the size of a gobstopper. This just falls apart in the pan.

    If you can?t find white crab meat in the necessary lumps, you?ll have to do the picking yourself: get the biggest beast you can find, and work delicately, concentrating your efforts on claw meat ? there?s a good guide here (pdf). If you?re unable to find fresh crab, I have also experimented with (imported, sadly) tinned lump crab meat which, although the flavour is inevitably not so good, makes a pretty passable cake.

    Playing a binder

    As we?ve established, a properly proud American crab cake relies on there being as little of this as possible. The majority of recipes seem to fall into two distinct camps. The first, like the legendary food writer James Beard, chef and sustainable seafood champion Rick Moonen, Saveur magazine, and the Old Bay seasoning company, who have featured a crab cake recipe on their packaging for as long as anyone can remember, opt for something wheat based ? breadcrumbs, in most cases, but there?s also the option of crushed crackers, as in Saveur?s, collected from Nick?s Inner Harbor Seafood in Baltimore, or flour, as in Mark Bittman?s cakes for the New York Times. I find James Beard?s breadcrumb-based recipe, moistened with egg and a little cream, has the best texture of the lot ? the crumbs give a lighter cake than the flour or crackers, which seem to give a slightly soggy effect.

    The second group, which includes a recipe from swanky New York grocers Dean & Deluca?s cookbook, relies only on liquid binders ? mayonnaise and sour cream in their case. I find them rather wet in texture, and the flavour of the mayonnaise too assertive ? the great benefit of bread and flour is that they blend into the background.

    Some recipes hedge their bets: the Baltimore crab-flake cakes from 1932?s National Cookbook start off with a bechamel, and Rick Moonen makes a sort of cooked mayonnaise base with hot oil and egg yolk, and allows this to cool before stirring in the crab and breadcrumbs. The bechamel isn?t quite stiff enough to hold the cakes together well, and Rick?s cakes, although fine texturally, are a bit too rich for my taste. The predominant flavour should be that of crab, rather than fat, so I?m sticking with Beard?s breadcrumbs, and cutting out his double cream: an egg will do the trick just as well.

    Flavourings

    Mustard is a very popular choice in crabcakes ? the only recipe I find which doesn?t include it is the oldest, which adds Worcestershire sauce instead. Wholegrain, as in the Dean & Deluca recipe, looks pretty as it studs the cakes with seeds, but I think dry powder, as used by James Beard, is better than this or the Dijon in Rick Moonen and Mark Bittman?s recipes ? it adds heat without the vinegary tanginess of prepared mustard.

    I can?t taste the yellow mustard in the Old Bay recipe, in fact, all I can taste is this secret blend of herbs and spices, which was developed in Baltimore in the 1940s as a seasoning for the region?s abundant seafood. Its packaging will admit only to celery salt, red and black pepper, and paprika, but I can also pick up nutmeg which, although I find the seasoning itself too pungent, works beautifully with the crab.

    I reject both mayonnaise and Worcestershire sauce, which appear in a number of recipes including the Saveur magazine offering and the National Cookbook on the same grounds ? too strident. Herbs are a nice addition however: Beard uses parsley, Old Bay ?parsley flakes?, which I assume means the dried variety, and Rick Moonen parsley, dill and chives. Like the onion he and Beard also add, I find the flavour of the chives too domineering, and I can?t pick up the dill, but the pepperiness of the parsley is a nice complement to the seafood, and the white pepper in Beard?s seasoning.

    Rick Moonen admits his recipe is ?a lot longer and more complicated than most of the others? but insists that he ?made his name on these crab cakes, and they are worth every moment of effort?. The ingredients list is about three times the size of the rest, and includes sauteed red and green pepper along with the onion, fish sauce, Tabasco and lime juice. He?s right: the cakes are utterly delicious, but they?re not the classic dish I?m after here. Moonen?s are well worth a try if you?re sick of simple, but I?ll be sticking with mustard powder, fresh parsley, and a little nutmeg and paprika.

    Coating and crunch

    Some recipes, like the Dean & Deluca and the Old Bay crabcakes, simply leave them uncoated, but this seems a shame ? a good crunchy crust provides a pleasing contrast to the soft crab meat inside. The National Cookbook and Rick Moonen use breadcrumbs (the latter my favourite panko variety), but again, this strays too close to fishcake territory for my liking. Beard?s simple dredging of flour is less obtrusive, and works just as well in this case.

    Cooking method

    Most crab cakes are, of course, fried. Many restaurants also offer them grilled these days, however, to cater for the more health-conscious diner, an option given on the Old Bay tin, and the Dean & Deluca recipe bakes and then grills them. The grilled, and baked and grilled versions, while nice enough flavourwise, lack the crisp crust of the fried variety, but shallow frying in ? inch oil, as suggested by the Saveur magazine recipe, seems unnecessary.

    Although I find recipes calling for cooking in both butter and lard, and Mark Bittman goes for a mixture of butter and extra virgin olive oil, flavourless vegetable oil seems the best choice for keeping it simple.

    Rick Moonen browns his on the outside, and then cooks them through in the oven, but he works in a restaurant where the ovens are presumably on already. Heating mine up for five minutes seems wasteful when I could just make the crabcakes thinner, and cook them through in the pan. After all, this is a dish you don?t want to be waiting around for.

    Perfect crab cakes

    Makes 4

    40g breadcrumbs
    ? tsp mustard powder
    ? tsp salt
    ? tsp white pepper
    Pinch of nutmeg
    Pinch of paprika
    2 tbsp parsley, chopped
    250g white crabmeat, in chunks
    1 egg, beaten
    Flour, to coat
    Vegetable oil, to cook
    Lemon wedges, to serve

    1. Put the breadcrumbs, mustard powder, seasoning and parsley in a bowl and stir well to combine. Add the crab and stir gently to distribute, being careful not to break up the chunks. Add the egg, a little at a time, until you have a firm mixture that you can form into cakes.

    2. Divide into four, and shape into flat cakes. Put a little flour in a flat dish, season lightly and turn the fishcakes in it to coat. Chill for 30 minutes.

    3. Coat the bottom of a frying pan with a shallow layer of oil and cook the crab cakes over a medium-high heat for about 4 minutes on each side, turning carefully, until crisp and golden. Serve immediately.

    Fuel efficiency rules to nearly double by '25

    Fuel efficiency of U.S. cars and light trucks will nearly double by 2025 under a standard finalized by the Obama administration Tuesday.

    New American vehicles will need to get an average 54.5 miles per gallon under the updated?Corporate Average Fuel Economy, or CAFE, standards that aim?to save consumers money at the fuel pump and cut dependency on foreign oil imports.

    The rule, strongly opposed by Republicans and some automakers, builds on the standard for vehicles for model years 2011-2016, which requires automakers to raise average fuel efficiency to 35.5 mpg. For decades, the standard was about 21 mpg for cars and light trucks combined.

    The new standard is the result of over a year of negotiations among the administration, automakers and environmental groups.

    "These fuel standards represent the single most important step we've ever taken to reduce our dependence on foreign oil," President Barack Obama said in a statement.

    The new fuel efficiency standards will save consumers $1.7 trillion in gasoline costs and reduce U.S. oil consumption by 12 billion barrels over the period, according to the White House.

    Obama initially proposed the standard in July 2011 with the support of automakers, including Ford, General Motors, Chrysler, BMW and Honda, as well as the United Auto Workers union.

    Republican presidential candidate Mitt Romney has opposed the standards, and his campaign Tuesday called them extreme and said they would drive up the price of new cars. Any savings at the pump would be wiped out by rising costs of cars, the campaign said.

    "Governor Romney opposes the extreme standards that President Obama has imposed, which will limit the choices available to American families," said Romney spokeswoman Andrea Saul in a statement to?NBC?News.

    "The president tells voters that his regulations will save them thousands of dollars at the pump, but always forgets to mention that the savings will be wiped out by having to pay thousands of dollars more upfront for unproven technology that they may not even want," she added.

    The standard?is based on one set by California, which played an "integral" role in developing the national program, according to the White House.

    Republicans on the House Oversight and Government Reform Committee have been critical of the administration's tactics in developing the rule and of California's role in shaping the standards.

    They released a report this month that said the fuel economy standards were based on an "overly optimistic" view that Americans were willing to buy hybrid or electric cars.

    The Obama administration has made fuel efficiency a signature environmental and energy priority since cars and trucks account for 20 percent of carbon emissions and more than 40 percent of U.S. oil consumption.

    The implementation of the new standard is one of the biggest actions ever taken to reduce U.S. oil use and a huge step on the path toward halving the country?s projected consumption within 20 years, the Union of Concerned Scientists said.

    ?This is truly a watershed moment. Twenty years from now we?ll be looking back on this as the day we chose innovation over stagnation,? said Michelle Robinson, director of the group's clean vehicles program. ?These standards will protect consumers from high gas prices, curb global warming pollution, cut our oil use, and create new jobs in the American auto industry and around the nation.?

    A?recent poll from the Consumer Federation of America found that 74 percent of Americans support the new standards. Most respondents also said they want higher fuel economy in their next vehicle purchase.

    ?If you are against these common-sense standards, you are against saving consumers money, against consumer choice, and for leaving our economy open to being crippled yet again by our expensive oil use,? said Robinson.?

    Automakers are already producing cleaner, more efficient vehicles that meet the standards.?

    ?Everybody is a winner today," said Frances Beinecke, president of the Natural Resources Defense Council, an environmental group.

    ?Motorists win because they will have much more fuel-efficient cars to drive, thus saving thousands of dollars at the gas pump every year," Beinecke said. "The auto industry ? and its workers -- win because these standards will spur the creation of thousands of new jobs as well as state-of-the-art vehicles that go nearly twice as far on the same gallon of gasoline."

    Under the complex CAFE regulations, automakers can have get credit for selling natural gas-powered and electric vehicles, changing to more environmentally safe air conditioning fluid and even for placing louvers on car grilles to improve aerodynamics. They won't have to improve pickup truck mileage much for the first few years, but big improvements will be required after 2020.

    Automakers have been adding technology to boost gas mileage, mainly because people want to spend less on gasoline, which currently averages about $3.75 per gallon. Research firm J.D. Power and Associates says fuel economy is the top factor people consider when buying a car in the U.S.

    Fight for women's vote defines presidential race

    ARVADA, Colo. (AP) ? A nation at war, crippling joblessness and a looming budget standoff that could wreck the economy have been overshadowed in recent days by an issue that polls show doesn't even crack voters' lists of top 10 concerns: abortion.

    Missouri Republican Todd Akin's comment that women who were victims of "legitimate rape" rarely become pregnant touched off furious maneuvering by Republicans and Democrats alike, the latest iteration of a campaign that has been driven by both sides' need to court a small slice of the American electorate. Several hundred thousand independent suburban women will play an outsized role in deciding whether President Barack Obama keeps his job.

    Obama's campaign continued to press the issue Monday. In a tweet from (at)BarackObama, it noted that the GOP platform calls for outlawing abortion in cases of rape and incest. "Make sure the women in your life know: The GOP wants to take us back to the 1950s on women's health."

    On Sunday, Mitt Romney accused Obama's campaign of sinking to a sad low by trying to link the GOP candidate to Akin's statements about rape and abortion.

    Romney also conceded that the controversy is hurting the Republican Party, and GOP chairman Reince Priebus said Akin's insistence on staying in the Missouri Senate race could cost the party its shot at winning control of the Senate in November.

    "It really is sad, isn't it, with all the issues that America faces for the Obama campaign to continue to stoop to such a low level," Romney said in an interview on "Fox News Sunday."

    Romney's comments were in response to Obama's contention that the Republican candidate has locked himself into "extreme positions" on economic and social issues and would surely impose them if elected president.

    "I don't think that if Congress presented him with some of the items that are in the Republican platform at this convention that would, for example, entirely roll back women's control over their reproductive health, that he would stand in the way," Obama said in an interview with The Associated Press published Saturday.

    The charges and countercharges reflect an ongoing political skirmish that shows no signs of letting up about two months before Election Day.

    While suburban women are always a sought-after demographic in presidential campaigns ? 10 million more women than men voted in 2008 ? both sides agree that this campaign has been marked by an unusual intensity of debate over women's issues, particularly reproductive rights.

    Both sides have clashed this year over Romney's calls to end federal funding of Planned Parenthood, Republican demands to let some employers with religious beliefs avoid covering workers' birth control costs and a Democratic political operative's chastising of Romney's wife for being a housewife.

    Polling data is mixed and hotly debated over whether the abortion issue helps candidates who favor abortion rights or those who oppose them. But Tony Robinson, a political science professor at the University of Colorado, Denver, said that Republicans are in peril this time because the stances they are now talking about ? like banning abortion in cases of rape or restricting birth control ? are ones that are widely unpopular.

    "Whatever party is driven to its most extreme positions on this is punished by the electorate," Robinson said.

    Democrats and some independent analysts say Republicans kicked off the debate by tacking hard to the right during the GOP primary.

    "Rick Santorum is really the person they have to blame for this attention now," said Jennifer Lawless, director of the Women and Politics Institute at American University, referring to the former Pennsylvania senator and strong abortion foe, who fought to pull social conservatives away from Romney during the primary.

    In the hours after Akin's comments, Democrats leapt at the chance to link him to the Republican presidential ticket ? almost as quickly as Romney, his running mate, Rep. Paul Ryan, and other prominent conservatives ? scrambled to condemn the remarks.

    Democrats noted that Ryan had co-sponsored a controversial bill of Akin's that they contended would redefine rape, announced a list of abortion rights activists as speakers at their upcoming convention and a weeklong national swing of female surrogates dubbed the "Romney/Ryan: Wrong for Women" tour.

    Meanwhile, Republicans, who have their own woman-heavy lineup of convention speakers, defended their inclusion of a plank in their party platform outlawing abortion in the case of rape.

    Colorado is one of the most competitive presidential states, where pollsters estimate about 100,000 undecided voters ? the majority of whom are females who favor abortion rights ? will decide the race. Both campaigns are fighting hard in the state for the women's vote.

    The Romney campaign holds weekly women's phone banks, where female volunteers gather to call other women and urge them to back the Republican ticket. The Obama campaign holds meetings, house parties and canvasses for women, and has television ads attacking Romney's stance on reproductive rights in heavy rotation.

    During a campaign visit earlier this month, Obama was introduced by Sandra Fluke, the Georgetown law student who was called a "slut" by Rush Limbaugh for her prepared testimony to a Senate committee that health insurance should cover birth control.

    "When it comes to a woman's right to make her own health care choices," Obama said of his opponents, "they want to take us back to policies better suited to the 1950s than the 21st century. Colorado, you have to make sure it doesn't happen."

    On Thursday, in an interview with a Denver television station, Romney was asked how he would close the gender gap that persistently shows women favoring Obama.

    "I think the issues women care about are the issues that our campaign is focused on ? which is, Number One, making sure that women and their kids and other members of their family are able to have good jobs," he said.

    Analysts say both candidates face risks.

    Romney needs only look to the last competitive election in Colorado, when Democratic Sen. Michael Bennet defied the 2010 GOP landslide by eking a narrow victory over his Republican opponent, Ken Buck.

    Bennet painted his opponent as insensitive to women's issues while a debate also raged over a statewide ballot measure to grant legal rights to a fertilized egg. It was overwhelmingly defeated by a 70-30 percent margin but is returning to the ballot in November. Democrats here have eagerly noted that Ryan sponsored a similar bill in Congress.

    Veteran Colorado pollster Floyd Ciruli said Obama must be careful not to look "extreme" in his use of reproductive issues, but that he's been lucky because Republicans keep bringing them up on their own.

    Ciruli said the women swing voters the president is targeting "love politics to be above politics. They love for all of us to be together. They can be very put off by narrow appeals."

    Both sides note that Obama's pitch on women's issues may also rally his sometimes disaffected base ? just as critical in a nail-biter race where few have yet to choose sides. Indeed, on a recent morning in this key swing suburb, every one of a half-dozen women interviewed on the contest had already made up their minds.

    Colleen Faust, a 70-year-old retired teacher and Democrat, recalled writing a paper about a woman's right to birth control when she graduated college in 1965. "I grew up in pre-Roe v. Wade and I don't trust the Republicans," she said, referring to the landmark Supreme Court ruling that legalized abortion.

    Cherie Harris, 48, a self-identified strong conservative who owns a firearms and self-defense business, scoffed at arguments about women's health issues. "That's a big smoke screen," she said. "My 21- and 22-year-olds, how're they going to be able to find jobs? That's what I worry about as a woman."

    Jets get no TDs again in 17-12 loss to Panthers

    EAST RUTHERFORD, N.J. (AP) ? Three preseason games and counting. No trips to the end zone for the New York Jets.

    After a couple of close calls, including a late drive by Tim Tebow in the final seconds, the Jets failed to score a touchdown again as the Carolina Panthers held on for a 17-12 victory Sunday night.

    "Well, I've said it before," starting quarterback Mark Sanchez said. "We're saving our good stuff for the regular season."

    Whew.

    That should relieve Jets fans who might be downright nervous after their team became the first since the 1977 Atlanta Falcons, according to NBC, to go without a touchdown in its first three preseason games.

    Sanchez, Tebow and the starters will not play Thursday night in the preseason finale at Philadelphia, so the Jets (0-3) certainly have a lot to work on before the regular-season opener against Buffalo on Sept. 9. All of that sneaky wildcat stuff the Jets have planned with Tebow will have to wait a few more weeks ? when the games actually count.

    "When Week 1 comes around, all bets are off," wide receiver Santonio Holmes said, "and the guns are firing."

    They certainly weren't in this one ? for either team.

    "Any time you can hold a team to field goals, I think you've accomplished something," Panthers coach Ron Rivera said.

    Tebow, who entered in the third quarter, got the fans at MetLife Stadium fired up with a dazzling 20-yard run in the fourth, but threw an interception three plays later.

    Tebow faced a third-and-16 from the Jets 34 and ran around in the backfield, eluded a tackle attempt by Ryan Van Bergen and then took off and slipped through a few other tackle attempts by the Panthers (2-1) before being taken down for a 20-yard gain by Reggie Smith. Tebow pumped both fists and yelled at the crowd chanting "Tee-boww! Tee-boww!"

    But three plays later, Tebow was intercepted easily by Smith.

    "It was kind of good news, bad news with Tim," Jets coach Rex Ryan said.

    Tebow got the Jets in scoring position again in the closing moments, again with the fans chanting his name, but threw four straight incompletions from the Panthers 27 to end the game.

    "I felt like we had it the whole time," Tebow said. "I still feel like we should have had it. I feel like we just came up one or two plays short."

    Tebow finished 4 of 14 for 55 yards and the interception, but certainly had the Panthers nervous. He ran five times for 45 yards.

    "It's a nightmare," Rivera said of facing Tebow. "Heck, I was in San Diego trying to stop him when he was in Denver. He's an exciting football player. There are things he does that brings excitement and gets his teammates going. He's a guy if you keep the game close gives you a chance to win. He's a different type of football player, a different type of quarterback."

    While the Jets (No. 17 in the AP Pro32) didn't get into the end zone, two fans nearly did. Two men ? wearing only underwear and sneakers ? were tackled by security behind the end zone before they could get onto the field of play. One was handcuffed quickly and led off the field, while the other struggled for a few minutes before being led away.

    Cam Newton was held mostly in check by the Jets, going 6 of 15 for 60 yards, but he got the Panthers (No. 20) into the end zone with a touchdown pass to Louis Murphy.

    "Offensively, we have to do a better job sustaining drives," Newton said. "We got some first downs, but we stalled at the end."

    Backup QB Derek Anderson put Carolina ahead to stay with a 1-yard touchdown toss to Gary Barnidge, making it 17-12 with 11:31 left.

    Sanchez played well into the third quarter, but got no help from his receivers, who dropped a few passes. He finished 11 of 18 for 123 yards and an interception.

    He was done in on consecutive plays by his own wideouts. First, on second-and-10 from the Jets 38, Sanchez hit Holmes in the mask and the receiver couldn't corral the pass. On the next play, Sanchez hit Stephen Hill in the chest, but the rookie couldn't control the ball and it bounced off his arms and into the hands of cornerback Captain Munnerlyn.

    Five plays later, Newton connected with Murphy, starting for the injured Steve Smith, for a 9-yard touchdown that put the Panthers up 10-9 with 1:16 left in the opening half.

    "Any time you don't have Steve Smith, it throws some of the timing off," Rivera said. "We do miss Steve. We'll be honest about that."

    Jonathan Stewart was injured on the drive, twisting his right ankle when he took a handoff and went down the right sideline for 7 yards before he was knocked out of bounds on a hard hit by LaRon Landry.

    Rivera said X-rays "were completely negative" and he didn't believe it was a high ankle sprain.

    The Jets lost three key players to injuries as tight ends Dustin Keller (hamstring) and Josh Baker (right knee) and linebacker David Harris (ankle) all left in the first half.

    Baker appeared to sustain the most serious injury in the second quarter when he was hit on the right knee by a Panthers defender while trying to catch a pass from Sanchez in the end zone. Baker stayed down for several minutes, was helped to the sideline and then carted to the locker room.

    Notes: Josh Brown, competing with Nick Folk for the Jets' kicking job, made a 34-yarder but missed a 45-yard attempt wide left in the third quarter. ... Jets general manager Mike Tannenbaum needed a few stitches after injuring an arm earlier Sunday while riding his bike with his family. ... Panthers rookie LB Luke Kuechly was in on a game-high 10 tackles.

    The city of Dresden, Germany will soon be getting a monstrous addition to its public transportation system that can only be described as a train on wheels. Designed by Fraunhofer IVI and the Technical University Dresden, the three-section Autotram Extra Grand bus is 98 feet long and can carry 256 passengers, but doesn't require any special training for its driver.

    Said to be as easily maneuverable as a commonly sized bus, the Autotram Extra Grand makes use of a computer system to aid its driver with turning. The system's primary purpose is to ensure that the rear section of the bus precisely follows the front and middle sections at all times. In addition to the sophisticated guidance system, the bus incorporates green technology in the form of a hybrid gas and electric engine that can travel five miles operating purely on battery power.

    The Autoram Extra Grand will hit the streets of Dresden in October after completing safety testing outside of the city. Its makers say that they've already received inquiries from other cities around the world about getting their own versions of the bus, since it costs much less to put into operation and maintain than commuter rail systems, yet still carries a massive amount of passengers.
